Adding borders to images
Okay, so , get your image and open it up in paint shop pro (9). Im going to be using the image below...

Okay, now, go up to Image --> Add borders, like below...

Now, it may come up with a small popup image saying 'The following changed are needed to proceed with your Add Borders aciton. etc etc etc' Hopefully, you only have one layer on your image (If you dont know what a layer is, dont worry about it) if you have more than one layer, clicking ok will merge the layers into one, so if thats alrihg with you, click ok.

Okay, now it comes up with a window. that looks like this...

Dont understand what to do? Here it is in detail...
I've explained all of the things you need to know in the picture aboe, but, Ill go over it again.
Make sure that you have the dimension set to 'pixels' not 'Inches' or 'Centimetres' or anything like that, unless you know the amount of centimetres you want the border to be, in that case, set it to centimetres :)
In the section where it has 'Top, Left, Right, Bottom' in each box, write in the amount of pixels you want for the border on each side. For example, if I wanted a two-pixel border on the right side of my picture, I'd write in 2 in the box under Right. If you want, you can make them all the same as the first one by ticking the box next to 'Symmetric'.
If you want the border to be a different colour, click on the square box under the word 'Color' and select what you want the border colour to be.
Now, you're done! Just click ok, and the border you wanted should be added to your graphic! Heres what mine turned out like...
